Marvel has been rushing their movies to catch up with 50 years of continuity. Captain America 3 is the Civil War storyline where heroes are divided. Iron Man is all for everyone revealing their secret identities. Captain America is all for everyone keeping their identities hidden, if they choose, that is except super criminals.
This all started in the comics when the New Warriors chased Nitro into a school, he exploded, and killed 150 school children and multiple members of the New Warriors.The Government was all over this as they then had a registration act. If you had superpowers, you were required by law to tell the public your identity.
In my opinion, this would best be explained in one of those One-Shot mini movies they put on the Blu-Rays. The one that most makes sense is when Avengers:Age Of Ultron hits Blu-Ray. They could also put it on the Ant-man disc when it comes out.
I would just have a very basic New Warriors team chase Nitro into the school, then cut to a mushroom cloud, and then newspaper headlines. It would set up Captain America 3 just right.
